What is pachinko?

Pachinko (パチンコ) is an upright arcade machine that sits somewhere between pinball and a slot machine. You rent steel balls, turn a handle to shoot them to the top of a board studded with brass pins, and watch them rattle down. Most balls fall straight through. The ones that land in certain pockets pay a few balls back, and one pocket in the middle — the start pocket — starts a spin on the video screen. Three matching symbols mean a jackpot, a gate opens at the bottom of the board, and the machine pours out balls.

It is the most visible form of gaming in Japan: brightly lit parlours with hundreds of machines sit next to almost every major station. What makes pachinko unusual is the way you get paid. The parlour cannot give you money; it can only swap your balls for prizes. How those prizes turn into cash is the famous “three-shop system”, explained further down.

Pachinko vs pachislot (pachislo)

Parlours have two kinds of machines. Pachinko uses balls and a board of pins. Pachislot (パチスロ, also written pachislo or pachi-slot) is a three-reel slot machine played with medals, where you stop each reel yourself with a button. Both are regulated by the same law, and online casinos usually put them side by side.

How does pachinko work?

Modern pachinko looks chaotic, but it follows the same loop every time. Once you understand these five steps you can sit at any machine — in a parlour or online — and know what is happening on screen.

1. Firing the balls

You turn the handle on the bottom right to set how hard the balls are launched; the machine fires them automatically while you hold it. Players aim to send balls down the side of the board that leads past the start pocket — the machine or the parlour usually shows which side (“left-hand play” is normal, “right-hand play” during bonus modes). That is the only skill involved. In a parlour, the pin layout around the start pocket decides how many starts you get per ¥1,000; online there are no physical pins at all.

2. The start pocket and the digital lottery

Each ball that enters the start pocket (始動口, shidōguchi, often called the “start chucker”) triggers one draw of the machine’s internal lottery. The video screen then plays out the result as a reel spin with long animated “reach” sequences. If more balls enter while a spin is running, the machine stores them as holds (保留, horyū) and plays them next. The animation is only a show: whether you hit was decided the moment the ball went in.

3. Jackpot odds

Every machine has fixed jackpot odds printed on its spec sheet. A common “middle” spec today is about 1 in 319.7 per start — for example the D-light machine e Shin Ikki Tousen ~Gunshin Kakusei~ 319 Ooiri ver. (installed from August 4, 2025) lists 1/319.7 in normal play. Lighter specs such as 1/199 or 1/99 hit more often but pay less per jackpot. Each start is an independent draw: 319 starts without a hit does not make the next one more likely.

4. The jackpot round

A jackpot opens the big prize gate (大入賞口, daishōkyūkō, the “attacker”) for a number of rounds. Each round lets in a set number of balls and every ball that enters pays out more. On the 1/319.7 machine above, a 10-round jackpot pays about 1,500 balls and a 2-round jackpot about 300 balls.

5. Kakuhen, jitan and ST: the “rush”

After a jackpot, many machines move into a boosted mode. In kakuhen (確変, probability change) the jackpot odds improve; the national machine rules cap the boost at ten times the normal odds and allow the switch only when a jackpot round ends. Jitan (時短, time-saving) speeds up spins and makes it easier to get starts without losing balls. ST is kakuhen for a fixed number of spins. Chains of jackpots are called renchan (連チャン), and the whole sequence is what players and machines call the “rush”. On the D-light machine above, the odds during the rush are 1/109.6 or 1/84.7, depending on the mode.

Smart pachinko: what the “e” in a title means

Titles beginning with e (for example e LYCORIS RECOIL or e EDENS ZERO ULTIMATE LT) are “smart pachinko” machines, which count balls electronically inside the cabinet instead of spilling them into a tray. P is the generation before that and CR the older card-reader generation. You will see all three prefixes in Queen Casino’s pachinko lobby, and “LT” (lucky trigger) in some names marks a stronger rush feature.

Pachinko jackpot odds in numbers

The single most useful number for a pachinko player is not the jackpot odds but the chance of a long dry spell — hamari (ハマり) in parlour slang. Because each start is independent, the probability of n starts with no jackpot is (1 − p)n. Here is what that means for three common specs.

On a 1/319.7 machine, one session in five goes 500 starts without a jackpot, and one in 23 goes past 1,000. That is why experienced players size their budget to survive a dry spell rather than hoping for a quick hit.

How long does a rush last?

In an ST mode you keep the rush as long as you hit at least once within the fixed number of spins. The chance of that is 1 − (1 − p)spins:

What the odds don’t tell you

The jackpot odds do not tell you the payback percentage. In a parlour that depends on how many starts the pins give you per ¥1,000; online it depends on the game’s RTP and, in a virtual hall, on the floor’s exchange rate (see below). Two machines with the same 1/319.7 can return very different amounts.

How pachislot works

Three reels, three buttons

A pachislot machine has three reels. You bet medals (usually three per game), pull the lever and press one stop button per reel. The machine has already drawn the result when you pull the lever; the buttons let you line up a win the lottery has given you, which is why “aim and stop” (目押し, meoshi) matters on some machines.

Settings 1 to 6

Parlour pachislot machines have a setting (設定, settei) chosen by the parlour that changes the odds of the bonus features — the law defines a setting as a combination of activation probabilities. Players never see it; they guess from the machine’s history. Online, settings exist only in virtual halls: Vera&John’s help centre tells players to look at each machine’s data and graph to judge it, while single-player titles use the RTP shown in the game.

Bonuses, AT and the ceiling

Pachislot pays mostly through bonus modes: BB (big bonus) and RB (regular bonus) on classic machines, and AT (assist time, where the screen tells you which order to press the buttons) on modern ones. Many machines have a ceiling (天井, tenjō): after a set number of games without a bonus, one is triggered automatically. Online, check the info screen — ceilings are not guaranteed.

Smart pachislot (“smaslo”) and L-machines

Titles beginning with L — L KARAKURI CIRCUS 2, L SMART SLOT GHOST IN THE SHELL, L TEKKEN 6 — are based on the latest medal-less “smart slot” generation. Older names such as Yoshimune, Million God or Oki Doki! come from the 4th and 5th generations that parlours have long since removed; online is often the only place to play them.

Japan’s Penal Code bans gambling except where a special law allows it (horse, boat, bicycle and motorcycle racing, lotteries and toto). Pachinko is not one of those exceptions. Legally it is an amusement business: parlours are licensed by each prefecture’s Public Safety Commission under the Act on Control and Improvement of Amusement Business (風営法, Fūeihō), supervised by the police. How the three-shop system works

  1. The parlour swaps your balls for “special prizes” — small tokens, often gold-coloured plates sealed in plastic.
  2. A separate exchange counter, usually a small window close to the parlour and run by a different business, buys the special prizes for cash.
  3. A wholesaler buys the prizes from the exchange counter and supplies them back to the parlour.

The government’s view is on record. In a 2016 written answer to the Diet, the Cabinet said that a third party other than the parlour buying the prizes “does not immediately violate” the buy-back ban — but that if that third party is effectively the same as the parlour, it can breach the Act and fall under the Penal Code (Cabinet written answer No. 157, November 29, 2016). In short: pachinko is legal because the parlour and the exchange are kept apart.

So, is pachinko gambling?

In everyday language, yes — you stake money and can come away with more. In law, no: it is an amusement with prizes, and the exchange happens outside the parlour. Online pachinko is a different product again. It is a real-money casino game run on a server abroad by an operator licensed in Curaçao or Anjouan, not an Amusement Business Act parlour. Japanese law has no licensing system for online casinos, and how the law applies depends on where you are — check the rules of your country of residence before you play.

The pachinko industry in numbers

Pachinko is shrinking but still enormous. The National Police Agency counts every licensed parlour and machine each year:

At the end of 2025 those 6,464 parlours had 1,872,041 pachinko machines and 1,362,177 pachislot machines. The parlour count has fallen by almost a quarter in four years, while the number of pachislot machines has held steady since 2023 (1,347,466 at the end of 2023, 1,362,177 at the end of 2025).

Who plays

The Japan Productivity Center’s leisure survey (Leisure White Paper 2026, preliminary edition, July 16, 2026) found that 7.4% of people surveyed played pachinko at least once in 2025, on average 25.5 times a year, spending an average of ¥93,000 a year. Only people aged 18 or over were asked about pachinko (JPC detailed data, PDF).

Vera&John’s help centre explains the money side of its Pachinko Hall. When you enter, your balance is shown as points: 1 point = US$1, or ¥150 if you play in yen. The floor’s denomination is the number of points one ball costs. So a 0.02 floor means ¥3 a ball — between a parlour’s ¥4 and ¥1 machines.

The exchange rate when you settle

When you leave a machine you choose Settle, and your balls turn back into yen or dollars at the floor’s exchange rate. The help centre’s own example: 100 points of balls settled at 80% gives you $80. That works just like the difference between “equal exchange” and “non-equal exchange” parlours in Japan.

Breaks, moving machines and machine data

  • Choose Break to keep your machine for 30 minutes (for example while you deposit); after 30 minutes it is settled automatically.

What stays the same

What changes

Tips for playing pachinko online

Budget for the dry spells

Use the odds table: on a 1/319.7 machine, plan for 500 starts without a hit. Keep each spin or game at about 1% of your session budget, and in a virtual hall pick the denomination that lets you survive that long.

Check the exchange rate before the machine

In a Pachinko Hall, a great machine on a 70% floor can return less than an average one on a 100% floor. Compare floors first.

Don’t chase a machine that is “due”

Machine data and graphs show what happened, not what will happen. A long dry spell does not make the next start more likely to hit.

Keep bonuses and pachinko apart

Playing pachinko in Japan as a visitor

Foreign visitors can play in any parlour if they are 18 or over. A few basics:

  • Insert a ¥1,000 note into the machine’s ball dispenser, or buy a prepaid card. Balls fill the tray (or a counter on smart machines).
  • Hold the handle to fire. If nothing goes near the start pocket, change machines — that is normal.

A. In law it is an amusement business: parlours may only give prizes and may not pay cash or buy prizes back (Amusement Business Act, Article 23). A separate exchange counter buys the special prizes — the three-shop system. The Cabinet said in 2016 that this is lawful as long as the exchange is genuinely independent.

Q. How does pachinko work?

A. You fire steel balls into a board of pins. A ball that drops into the start pocket triggers a digital lottery; a jackpot opens a gate that pays out many balls, often followed by a boosted “rush” mode such as kakuhen or ST.
